Concept of Education: Surugadai Law School Research Department

In the Faculty of Law and Law Research Department at Surugadai University we are educating students to be jurists not only lawyers, judicial scriveners, licensed tax accountants, administrative lawyers, court clerks etc. but also civil servants and government employees who render important contributions to the community.

However, based on the fact that our law university system has been established as a contact point between reforms in the judicial system and modifications in the higher education system, the Faculty of Law and the Post-Graduate Law School at Surugadai University has developed as part of the training of the bench and bar, a curriculum in which we aim to propagate the following as our education concept.

to instill in our students highly specialized knowledge pertinent to our modern society and the faculty to contemplate issues in a critical way.

The legal profession has long been described together with doctors and priests as being one of the three most important professions in our world today.

We consider it essential that we possess a highly specialized erudition critical in the profession.
The lawyer counsel - often referred to as “a legal professional” - means a certified specialist who possesses the legal expertise with which to serve the public.

For this purpose, the primary concept of education at the Post-Graduate Law School of Surugadai University is to have specialized knowledge demanded by the 21st century, by a society that is increasingly international in outlook and with a growing means of accessing information.
We aspire accordingly to have a training scheme for prospective lawyers who embody a critical and creative way of thinking on the world stage.

to augment a strong sense of moral ethics, a spirit of social contribution and a keen sense of rights and the protection of human dignity.

The legal profession promotes the acquisition and deepening of a specialized erudition, but this spirit must be supported by high moral ethics, social contribution as well as ample compassion.

A deep understanding of human nature, a spirit of social contribution and high ethical sense based on the ultimate feeling of awe and respect towards individual dignity are distinctive qualities that we wish to instill in our students. To that end, the second education concept at the Post-Graduate Law School of Surugadai University - besides the acquisition of specialized scholarship - is to train prospective lawyers to foster a finely tuned sense of human rights, of human compassion, of social contribution, and of impeccable ethical standards.

Based on these education concepts, the Post-Graduate Law School at Surugadai University prepares the following types of law specialists:

Legal experts for Finance and Enterprise Legal experts in private fields, and areas of Social Welfare
Lawyers who function in all legal fields related to enterprise Lawyers who function for the individual in, for example, social welfare or in the protection of consumer rights
The wave of globalization and information-oriented business is reaching into both large companies in city areas and into medium to small-sized companies that support local economies. In actual fact, business at present does not necessarily have sufficient support or advice from the legal field.

The Post-Graduate School at Surugadai University aims therefore to train legal professionals who can play the role of what is best described as a “business lawyer” responsive to the needs of enterprises (of course large companies but mainly small to medium sized companies) that support the economic base of modern society.
Japanese society in the 21st century is growing increasingly concerned with problems arising from an aging population, social welfare, the protection of consumer rights, the lowering age bracket of criminals and the increase in the number of people implicated in crimes that may happen unintentionally. Expectations are high that lawyers will be in a position to help such individuals.

The Post-Graduate School at Surugadai University therefore aims to familiarize such professionals with legal fields that focus on individuals - “social lawyers” who respond to and can manage practical business affairs with a deep understanding of human rights.
