Education Concept of the Faculty of Law
The chief goal imparted in the educational concept of this university - positive character building through devoted education - is to educate mature students while respecting the personality of each.
The Department of Law educates students in various disciplines with special emphasis on jurisprudence, a measured process designed to ensure that they eventually become well qualified to tackle and analyze issues from a legal standpoint, solve divers social problems and cultivate an ability to think independently.
Surugadai University and its associated post-graduate school (Law School) attach much importance to the acquisition of a sound legal awareness, awareness that we believe every active and responsible citizen in society should possess. We strive to instill in our students the ability to live a meaningful life in a society that respects all rules and regulations upheld by the law and who accordingly will take their responsibilities with the utmost seriousness.
We aim to prepare able people for active roles in every branch of society starting first and foremost in their immediate communities, and to ensure that they offer their knowledge for the benefit of all. This is fundamental to the education concept of the Faculty of Law.
Education aims of the Department of Law

The Faculty of Law offers a choice of three programs from which the student may select a future path.
Citizen and business program
The recent introduction of the jury system and the Protection of Personal Data Act means that the time has now arrived for society to request of all people a sound and fundamental knowledge of law and legal ethics.
This program prepares students for later life, helps them formulate a positive contribution to society and in so doing become indispensable members of their community.
Civil servant program
The student who has studied law, politics or administration and who aspires to make a valuable contribution to society, may well consider a future as a civil servant in local administration.
This program opens the way to various positions within the civil service, such as the local administrative official assigned to carry out vital duties during the decentralization of government, or the police official responsible for the protection of people in their daily life.
Program leading to the post-graduate law school and qualifying examinations.
Surugadai University - which has already produced successful candidates in the national bar examination - offers a program leading to the post-graduate school, and prepares the way for those looking to become a judge or lawyer.
This program is recommended, moreover, to students preparing to take the qualifying examination for the position of judicial officer (except judicial scrivener or public notary).
